Both Halves

From Team of Teams: New Rules of Engagement for a Complex World (Portfolio/Penguin, 2015), co-authored with Tantum Collins, David Silverman, and Chris Fussell. McChrystal commanded the Joint Special Operations Command Task Force fighting Al-Qaeda in Iraq from 2003 to 2008; the book is the account of how he restructured that force around the two principles he names here: shared consciousness, where everyone has the picture, and empowered execution, where people closer to the action have the authority to act on it.

Each half leans on the other. Authority pushed down to people who can’t see what the rest of the force is doing produces uncoordinated motion: they act fast, but on partial pictures. Information without authority is the same failure run in reverse: everyone sees the same situation, then waits on the commander to decide, and the new system speeds the bottleneck instead of removing it. The book’s twelve chapters are the playbook for keeping both halves working at the scale of a several-thousand-person organization.

The same pairing turns up in Reed Hastings’s account of Netflix. The 2009 Netflix Culture Deck has a section titled “Context, not Control” that lists what to embrace (strategy, metrics, assumptions, knowledge of the stakes) against what to avoid (top-down decisions, committees, planning valued over results). Netflix calls its overall culture “Freedom & Responsibility”: freedom for the authority half, responsibility for what people own once they have the context to act.

The convergence isn’t coincidence. Both organizations hit the same wall: a large org can’t run every decision through the top when the environment moves faster than the top can process. McChrystal’s task force ran into it chasing Al-Qaeda in Iraq; Netflix ran into it keeping pace with consumer tech. Once that constraint binds, the pairing is the natural shape.
